COAL LINE WORKING CONDITIONS
CONDUCTORS
I.  ESTABLISHING NEW POOLS
    A.  Bulletined for three (3) days, assigned at 10:00 a.m.

II. ELIMINATION OF POOLS
    A.  Last Pool car established is eliminated.
1.  Pool eliminated upon arrival of pool at home terminal.
2.  Example:  reduce pools by two crews, have 74 pools - when pools 73 &74 tieup, they are                      abolished.

III.DISPLACING RIGHTS (BUMP)
    A.  Conductors have one temporary bump and one permanent bump.
1.  Conductors have 24 hours to excercise the bump.  If bump is not excercised within 24 hours            the Conductor has to go to the extra board.  If conductor is unable to hold a permanent job                       they must go to the extra board.
2.  If you lay off or go on vacation before the 24 hours are up, the Conductor retains the bump                       when marking back up.  The Conductor may also take a permanent or temporary vacancy that                 occured while they were off.
    B.  If the Conductor took a temporary vacancy with their bump and is then displaced off of that                       temporary, they must exercise to a permanent bump or go to the extra board.

IV.PERMANENT BUMPS
    A.  With a permanent bump, you are entitled to:
1.  Take a temporary (only one temporary off of a bump).
2.  Displace a Conductor that is junior to you.
3.  Bump on any job at South Morrill or Bill (Western Seniority District #6).
4.  Go to the extra board.

V.TEMPORARIES
    A.  All temporaries are assigned on the 6th day under the 5 day rule, unless the assignment is a                     vacation which has been Pre-bid(see Pre-bid section).  If there are no pre-bids the assignment is
           then the assignment is assigned under the 5 day rule.  If there are no bids under the 5 day rule, t
           then the assignment goes to the extra board while the assignment goes back to be bid again
           under the 5 day rule again.
     B.  A Conductor can hold as many temporaries as their seniority entitles them to.
1.  You do not recieve displacing rights from a temporary bump unless you have placed yourself
            on that temporary with a temporary bump from a permanent bump.  You would then
            have to place yourself with your permanent bump or go to the extra board.
2.  When a temporary that you have been on runs out, you have to return to the place that you
             originated from.
3.  You can place yourself on a temporary or permanent assignment before assigning
            or calling time.

VI.PRE-BIDS (VACATIONS)
    A.  A Conductor can pre-bid a vacation vacancy at either South Morrill or Bill.
    B.  All pre-bids are assigned at 12:01 a.m.
1.  The pre-bid by-passes the 5 day bid rule on vacations, unless there are no pre-bids.
2.  A pool vacancy created by a Conductor who has taken another pool under the pre-bid
            rule, is then assigned under the 5 day rule.

VII.     EXTRA BOARD
    A.  Once on the extra board, you must remain on the extra board for 30 days before making a move.
1.  When on the extra board you are entitled to bid on vacations and temporaries.
2.  You fill vacancies in the pool and on regular jobs.
3.  You can be sent to an outside assignment for 6 days or less.
    B.  Excercising your seniority to a Conductor's position in the pool or to a regular job.
1.  If you have been on the extra board for 30 days, you can place yourself on any Conductors job
            that your seniority entitles you to.  You have a permanent bump.
2.  If you are on a temporary from the extra board and are displaced by a senior Conductor with a  
            bump, you do not have displacing rights (bump).  You return to the extra board.

VII.LAYING OFF OR ON VACATION
    A.  When laying off or on vacation and you return, you can take any temporary or permanent
          vacancy that was created while you were off.  You must place your self prior to being marked
           back up.
    B.  When reporting back from lay off or coming back from vacation.
1.  You are marked back up at 12:01 a.m., unless you have been approved for additional time off by
            the crew caller or shift supervisor.
2.  You can't take a vacancy after you are marked back up.  You must do this before you are
            marked up.
